Pilot Project Butler County

 

Seven pilot counties are: Butler, Mahoning, Ashland, Franklin, Tuscarawas, Summit, Jefferson . Goal is to develop procedures and recommendations to integrate technical, fiscal and operational processes and to enhance customer services.

Clerk of Courts Automobile Title Offices project combines services to offer integrated Vehicle Registration and Titling by acting as Limit Authority Deputy Registrar pilot sites .      Pilots provides one-step service, which is improvement to a one-stop/co-locations of Titling and Registrars

 New Services Provided:

 

      Registration transactions normally associated with auto titling

1.      New Full Time Vehicle Registration Application

(Problems must be explained: 2 separate depts.; customers often still prefer instead of waiting in line again)

2.      Transfer Current License Plate Tags to Newly Purchased Vehicle after Sale of Old Vehicle

3.      Out-of State Vehicle Inspection

4.      Temporary 30 Day Tags

                       

Also additionally in some County sites we have installed a high-speed Internet connection for the following services to be provided:

            Project issues:

1.      Training:

2.      Staffing: Additional staff member has been added to minimize wait time for regular customers during busy hours

3.      Technical: LADR software is not intuitive, switching functions is cumbersome

4.      Hardware: Printers and other peripherals all provided by BMV,  laser printer in our bookkeepers’ office for reports to be sent from the pilot branch office. Terminal emulation screens are incredibly and unreasonably tiny.

5.      Bookkeeping: Separate checks are required to eliminate end of day calculation and deposits. Credit cards are not used in the LADR programming. Daily finance worksheet was redesigned to include LADR transactions.

6.      Inventory: Inventory required spreadsheet ; shelving, file folders were purchased

7.      Legal: Clerk bond had to undergo legal review

8.      Purchasing: New supplies required included: shelving, black light, magnifying glass, rolling file-cabinets, sorters, ink stamps and signage.

 

                        Recommendations:

 

1.      Integrate legacy programming from LADR directly into ATPS III.

2.      Larger monitors must be a requirement.

3.      Enlist a mentor from the pilot office to shepherd and troubles shoot problems.

4.      Post BMV forms for access from ATPS servers.

5.      Upgrade lease lines from 56 K to higher band.

6.      Send plates renewal sticklers at same time as license plates (currently two depts. send separately).

7.      Receipt transaction driven programming.

8.      Integrate inventory into programming transaction based tracking and reports.

9.      Phone Hot-line needs development. (example: LADR receipt printer knowledge is lacking)

10.  Reports specific to LADR sites need to be developed.

11.  Separate expert/trainer needed for financial end. (LADR trainers don’t do end of day accounting activity)
